Abstract

The study "Indonesia-Cambodia Cooperation in Supporting Kidney Organ Trade in Cambodia in 2019-2024" aims to explain bilateral cooperation efforts between Indonesia and Cambodia in dealing with the phenomenon of Organ Trade, especially those related to kidney trade. Organ Trade is a form of complex transnational crime because it’s difficult to track and often involves legitimate medical networks, such as what happened at Preah Ket Mealea Hospital, Phnom Penh, Cambodia. In this case, Cambodia is a source, transit, and destination country for Kidney Organ Trade with an increasing number of victims, including Indonesian citizens, involved in the Organ Trade network. This study uses a qualitative approach with the Security Cooperation theory from (Marshall & Cohen, 2003) to analyze the dynamics of cooperation between the two countries. The results of the study show that the cooperation that has been established since 2019-2024 has been implemented in the form of promoting stability, collective defense, collective security, and individual security (Marshall & Cohen, 2003). To promote regional stability, the two countries held several bilateral meetings such as the meeting of the Indonesian Embassy in Phnom Penh with the Deputy Chair of the NCCT, the 26th DGICM Forum, and JCBC 2024, as well as strengthening economic cooperation through increasing trade and the “Sousdey Indonesia” exhibition as a preventive strategy. Through a collective defense approach, Indonesia demonstrated active protection of its citizens by exposing kidney trafficking networks, repatriating victims, and providing restitution through close coordination with Cambodia, Interpol, and the Indonesian Embassy in Phnom Penh and the formation of a Joint Task Force which is an implementation of the agreement between the two countries in the 26th DGICM forum in the form of training for Cambodian law enforcement institutions by Indonesia. The collective security approach was manifested in the participation of Indonesia-Cambodia in the 17th AMMTC and the signing of the MoU as a commitment of both countries in dealing with transnational crimes, especially Organ Trafficking. Meanwhile, in the realm of individual security, bilateral immigration cooperation and human rights protection affirm Indonesia's commitment to protecting the rights of its citizens through a holistic approach manifested in efforts to evacuate victims to social reintegration, as well as strengthening SOPs for victim protection and cross-border policies to prevent the recurrence of similar crimes.
