Abstract

Tensions in the relationship between the United States and Venezuela have persisted since the leadership era of Hugo Chávez and have intensified under Nicolás Maduro. The United States regards regional stability as a key national interest, while the Venezuelan government has exhibited authoritarian tendencies that contradict the liberal democratic values upheld by the U.S. The disputes encompass a wide range of issues, including human rights, economic and military matters, and foreign policy—particularly Venezuela’s cooperation with countries that oppose U.S. interests. Venezuela’s general elections in 2018 and 2024 sparked widespread controversy due to allegations of electoral fraud, political repression, and constitutional violations, leading to a legitimacy crisis and international rejection, including from the United States. In response to this situation, the U.S. has implemented various foreign policy measures, primarily in the form of economic and political sanctions, as a means of exerting pressure on the Maduro regime. This study examines the dynamics of this bilateral relationship through a literature-based approach categorized into three areas: the historical background of U.S.–Venezuela political relations, Venezuela’s position within U.S. foreign policy priorities, and the context and forms of international sanctions imposed by the U.S. on Venezuela. The findings suggest that ideological differences and violations of democratic principles in Venezuela are the primary factors shaping U.S. policy toward the country.
