Abstract
Overcrowding or overcrowding is a common phenomenon that occurs in correctional institutions and detention centers in Indonesia. this is a major obstacle in the implementation of an optimal orthodontic system. Correctional institutions which are intended as training places for prison inmates and students must have sufficient space to accommodate inmates so that training can be carried out optimally. Overcrowding or overcapacity in the Class IIA Penitentiary (Lapas) in Kediri City is predominantly inhabited by inmates who abuse narcotics. Even though there are more dealers than narcotics users, there are also narcotics users. Based on this, as regulated in the Attorney General's Guidelines Number 18 of 2021, of course there are things that underlie what and why this is so. This is less than ideal if there are still many narcotics users in prison who are serving their sentences, where rehabilitation efforts should be made through a Restorative Justice approach. Empirical juridical research is the type of research used in this research. The findings from this research are that the implementation of Restorative Justice in narcotics crimes at the Kediri City District Prosecutor's Office was successfully implemented and this is also a form of the Prosecutor's Office's efforts to reduce overcrowding rates in Kediri City class IIA prisons. In an effort to resolve cases using Restorative Justice, prosecutors act as researchers whose job is to check incoming case files to see whether they comply with the requirements. Efforts to resolve criminal cases with Restorative Justice are carried out before the case is submitted to court, namely before prosecution or in other words, namely at the pre-prosecution stage.
