Abstract
Stunting is a crucial problem that must be continuously addressed by the Probolinggo Regency Government in overcoming stunting cases in Probolinggo Regency. One of the programs in an effort to accelerate the reduction of stunting in Probolinggo Regency is the 1000 First Days of Life Movement (HPK) program. Sumberasih District is one of the priority village locations for accelerating the reduction of stunting in Probolinggo Regency. The purpose of this study was to determine efforts to accelerate the reduction of stunting in Sumberasih District, Probolinggo Regency through the 1000 HPK Movement program. This research method is descriptive qualitative with data collection techniques through observation, interviews, and documentation. The focus of this study is to measure the success of the implementation of the 1000 HPK Movement program in Sumberasih District by using the public policy implementation model of Purwanto and Sulstyastuti which measures the success of policy implementation through the perspective of the level of compliance with applicable provisions, the smooth implementation of routine functions, and the realization of desired performance and impacts. The results of the study indicate that: (1) The perspective of the level of compliance with applicable provisions was successful in the implementation of the 1000 HPK Movement program. (2) The perspective of the smooth implementation of routine functions was quite successful in the implementation of the 1000 HPK Movement program because there were several problems that could not be resolved. (3) The perspective of the realization of desired performance and impacts was not successful in the implementation of the 1000 HPK Movement program because there were several activities that were not implemented, then other activities were implemented but there were problems in their implementation. The impact of this program has not achieved the acceleration of stunting reduction in Sumberasih District, Probolinggo Regency. The conclusion of this study is that the 1000 First Days of Life Movement (HPK) program has not succeeded in accelerating stunting reduction in Sumberasih District, Probolinggo Regency.
