Abstract

This Thesis examines Vanuatu’s intervention in the issue of the Free Papua Movement (OPM) in West Papua Province, Indonesia. This intervention occurred in the Asia Pacific forum in 2019. Vanuatu’s intervention consistently addressed human rights violations in West Papua, even though the region is part of Indonesia’s sovereignty. The main reason for this intervention is the high sense of solidarity as a region with a shared Melanesian racial identity, with Vanuatu being a hub for spreading Melanesian ideology. Through a qualitative approach and descriptive analysis methods, this research focuses on the ways Vanuatu utilizes international forums, such as the Asia Pacific Forum, the Pacific Islands Forum (PIF), and the Melanesian Spearhead Group (MSG), to voice support for OPM and the independence struggle of West Papua Province. Additionally, the research evaluates Indonesia’s response to Vanuatu’s diplomatic actions, including the Indonesian government’s efforts to maintain its territorial sovereignty amidst international pressure.
