Abstract

To provide convenience and excellent service to every citizen who wants to take care of the certificate of legal capacity to do marriage, the Surabaya City Population and Civil Registration Office collaborated with the city government and several related agencies, creating an innovation called SSWAlfa. The purpose of this study is broadly to find out the procedures in the service of certificate of legal capacity to do marriage through by SSWAlfa. Using qualitative descriptive research methods, the results demonstrate that the use of this innovation is doing well. However, it should be remembered that this service innovation only applies to residents of Surabaya City.
