Abstract

The Indonesian government through the Ministry of Environment and Forestry created a program as an effort to mitigate and adapt to climate change called the Climate Village Program which is implemented at the site level. This is an effort to overcome the impact of greenhouse gas emissions which are currently a crucial problem on the world stage as a result of climate change. 2023 will be the hottest year ever with a temperature of 1.48C, which is almost close to the world's agreed threshold in the Paris agreement of 1.5C. Gresik Regency, as an industrial city that contributes a lot of CO2 to greenhouse gases, is one of the cities that must be paid attention to. The implementation of the Climate Village Program in Gresik Regency has proven successful with the main trophies being obtained in 2022 and 2023 for 2 areas in Sukorame Village. Community participation is an important factor in the success of a policy. Therefore, this research aims to find out the level of participation of the people of Sukorame Village, Gresik Regency in the Climate Village Program. This research uses descriptive research methods with a qualitative approach. Research analysis was carried out using 5 forms of participation according to Hamijoyo and Iskandar, namely thought participation, property participation, energy participation, skills and proficiency participation, and social participation. The results of the research show that 3 of the five forms of community participation have obstacles to the implementation of the program by the community. Meanwhile, the other 2 forms of participation were carried out optimally.
