Abstract

BUM Desa Ketapanrame collaborates with Perum Perhutani and Bank BRI in managing and developing tourism potential in Desa Ketapanrame, Kecamatan Trawas, Kabupaten Mojokerto. This collaboration begins with the ability of the BUM Desa Ketapanrame to manage village potential so that it can encourage village development, especially in the economic sector. This is proven by the various awards won by BUM Desa Ketapanrame as a village that has successfully managed its village potential. This research aims to determine, analyze and describe collaborative governance in the management of Village-Owned Enterprises (BUMDesa) in Ketapanrame, Kecamatan Trawas, Kabupaten Mojokerto. In this research, data analysis uses the theory of Goldsmith dan Kettl (2009:135-136) dalam Kurniadi (2020:69) with eight variables including Networked structure; Commitment to a common purpose; Trust among the participants; Governance; Access to authority; Distributive accountability/responsibility; Information sharing; and Access to resources. This research uses descriptive qualitative methods with data collection techniques in the form of interviews, observation, documentation and online data tracking. The research results show that in a networked structure there is no hierarchy in implementing collaboration. Then the variables commitment to a common purpose and trust among the participants show the background of each stakeholder so that it motivates them to be involved in collaboration which also requires trust in achieving a common goal. In this collaborative governance variable there is a Memorandum of Understanding, but only between BUM Desa Ketapanrame and Perum Perhutani. Furthermore, in the access to authority and distributive accountability/responsibility variables there are Standard Operating Procedures (SOP) which direct the management of the Dlundung Waterfall tourist area. In the information sharing variable, there is ease in accessing information for stakeholders but still considering privacy policies. Finally, the access to resources variable shows that the stakeholders involved in the collaboration have resources that can support achieving common goals.
