Abstract
The United Arab Emirates, through Federal Law No. 15/1972, expressed its firm stance not to recognize the existence of the state of Israel. This stance is in line with the Arab League and Gulf Cooperation Council's (GCC) decision to boycott Israel (UAE Official Government, 1972). On 13 August 2020, the United Arab Emirates (UAE), through Anwar Gargash, UAE Minister of Foreign Affairs, announced plans to begin normalizing relations with Israel. The agreement made in 2020 by the United Arab Emirates (UAE) to normalize its relations with Israel surprised many people, especially countries that support the Palestinian cause (Derajat & Kurniawan, n.d.). Using an explanatory research method with secondary data collection and using qualitative analysis, the author can find out the process of how this normalization can occur. The author uses William D Coplin's foreign policy theory, which shows that changes in foreign policy are caused by the international context, domestic politics, and military economic conditions. The international context in the case of normalization that occurred between the UAE and Israel here refers to regional threats that occur in the Middle East region, the regional threat in question is the threat that comes from Iran, which has developed nuclear technology beyond the determination of the Joint Comprehensive Plan of Action (JCPOA). The United Arab Emirates felt that what Iran was doing would threaten the stability of power in the Middle East region, so the UAE decided to open diplomatic relations with Israel to gain access to Israeli military power. The involvement of the President of the United States, Donald Trump, also plays an important role in the process of diplomatic relations between the UAE and Israel. Trump has a motivation to maintain the political, economic and security interests of the United States in the Middle East, so Trump chose a rational policy to initiate a diplomatic relations agreement between Israel and the UAE. The influence of this international context brought changes to the UAE's ideology, so the country decided to take a new policy by normalizing its relations with Israel.
