Abstract

This research attempts to provide an overview of research on Japanese Foreign Policy Analysis: Motives for Building Defense and Security Forces During the Government of Prime Minister Fumio Kishida 2021 – 2023. This research uses the concept of Security Dilemma. Qualitative data analysis techniques are used in this research by analyzing non-numerical or non-numerical data consisting of sentences, paragraphs and pages of sources or references that we use. Based on the results of this research, the Japanese Government ratified the Three Policy Documents as their firm steps in dealing with the security dilemma caused by China and North Korea. Implementation of the contents of the Three Policy Document is also a step for Japan to develop its defense and security forces to become more modern. They have also clearly conveyed the development of Japan's defense forces in the 2023 Japanese Defense White Paper and the 2023 Japan Defense Program and Budget White Paper. The development of Japan's defense and security forces is also intended so that this country is ready to face various forms & types of threats that may arise. happen at any time in the future.
