Abstract

Pantun, a traditional form of oral literature from Indonesia, has been recognized as one of the country's Intangible Cultural Heritages. To ensure its continued existence and sustainability, pantun requires global recognition. This study investigates Indonesia's efforts to secure pantun's inclusion in the UNESCO Intangible Cultural Heritage list, thereby enhancing its protection for future preservation. Indonesia's approach involves multi-track diplomacy, including track 1 diplomacy (government-to-government) in collaboration with several Southeast Asian nations, as well as track 1.5 diplomacy, which encompasses engagement with non-governmental entities such as NGOs, artists, academics, the public, and other non-state actors. These efforts are crucial for completing the necessary documentation for UNESCO nomination. The research employs a qualitative analysis method to elucidate Indonesia's strategic endeavors to have pantun recognized as part of UNESCO's Intangible Cultural Heritage. The scope of the study spans from 2017, when the urgency for pantun's protection was first identified, to 2020, when pantun was officially inscribed on UNESCO's list through a multinational nomination. This research concludes that Indonesia's strategy, involving a multinational nomination with Malaysia, demonstrates a harmonious approach to cultural preservation and mitigates conflicts over cultural claims that frequently arise among countries sharing similar cultural traditions.
