Abstract
Indonesians have one of the lowest literacy rates in the world. Out of 70 countries, Indonesia is ranked 62nd for literacy levels based on the results of an international survey. According to data from the National Library, the reading level of Indonesian people has increased by 7.4%, from 59.52 points in 2021 to 63.9 points in 2022. East Java Province ranks fifth in Indonesia as an area with a high literacy rate, especially Bangkalan City. Bangkalan City has a high literacy rate compared to 38 cities and districts in East Java. The high literacy rate indicates that special attention and best efforts are needed to deal with the literates. One of the efforts that can be made is to provide adequate facilities for the high level of literacy. However, Bangkalan City does not yet have adequate facilities to accommodate community literacy in accordance with the industrial revolution 4.0 and national standards. In addition, the impact of facility design on nature and the surrounding environment is a new problem in developing this facility. Bangkalan City Public Library is a facility that functions as a forum to support the literacy level of the Bangkalan City community in accordance with the industrial revolution 4.0. This facility will be designed with a Tropical Architecture approach to deal with problems in nature and the surrounding environment by adapting climatic conditions in the design. This facility is intended to develop literacy interest in Bangkalan City which is not only complete but also able to provide comfort and increase user productivity. Bangkalan City Public Library is designed with an appropriate form of mass order based on site analysis, environmental potential and building characteristics. The layout of the inner space is based on the results of site analysis and refers to the principles of Tropical Architecture, thus creating a dynamic space polar and connected to the environment. The appearance of the building is designed using secondary skin with repetitive patterns and openings to support natural ventilation and natural lighting and use environmentally friendly natural materials. The building is designed using energy-saving technology for the building's operational needs.
