Abstract
This study aims to describe the strategy of Save Street Child Surabaya community in an effort to empower street children. Save Street Child Community is a community mobilizing street and marginalized children in the city of Surabaya. It has been established for a long time, the Save Street Child community is committed to empowering street children in the city of Surabaya in fulfilling children's rights to learn and play. That is by implementing programs related to education and recreation. The research method used is qualitative. Data collection techniques use observation, interviews, and documentation. The empowerment strategies carried out are enabling, empowering, and protecting. Based on the results of the study, it shows that the strategy of empowering street children carried out by the Save Street Child Surabaya community has not been fully implemented. Because of the three empowerment strategies, only two strategies are fully implemented, namely enabling and empowering. Meanwhile, the protective stage has not been carried out optimally. The recommendations produced in this study are the need to increase protection of the legality of the Save Street Child Surabaya community by arranging a legality letter to be registered nationally and get more benefits for the development of the Save Street Child community.
