Abstract

Gender-based violence is a phenomenon that is still prevalent around the world, and Europe is no exception. It is also a threat to human security. The Council of Europe established the Istanbul Convention in 2011 as a form of its commitment and efforts to eliminate gender-based violence in Europe and has been ratified by 38 countries. The Convention is based on the premise that addressing gender-based violence cannot be solved by a single organization or institution. With four pillars focusing on prevention, protection, prosecution and policy integration, the Istanbul Convention sets standards and arrangements related to handling cases of gender-based violence for the countries that ratified it. This research focuses on analyzing the effectiveness of the Istanbul Convention as an international regime in Greece using Arild Underdal's regime effectiveness theory. This analysis is carried out by measuring the variables arranged in the regime effectiveness theory, such as dependent, independent and intervening variables. The type of this research is explanatory with a qualitative type to explain the relationship between the variables studied to analyze the effectiveness of the Istanbul Convention in Greece in 2018-2022.
