Abstract
Gresik Regency is a disaster-prone area and has even become a general disaster that hit Lundo Village, Benjeng District, which is right in the South Gresik region. The phenomenon of flood disaster due to the Lamong River is a bad impact for local residents because they cannot carry out normal activities. From the phenomenon of the flood disaster, the community is required to understand mitigation measures to reduce excessive risk vulnerability. In disaster mitigation there have been actions and paradigm shifts from top-down to bottom-up where the community is involved as the main object when it occurs and is required to have the ability to minimize losses. This study aims to identify and explore community-based mitigation in flood risk reduction carried out by Lundo Village, Benjeng District, Gresik Regency through five dimensions from Maskrey (1989) in a study measuring the contribution and enthusiasm of the Non Government organization. The research method uses descriptive qualitative techniques with observation, interviews and documentation. The results show that Non Government organizations have made efforts in community-based mitigation through the theory of applying Non-Government organizations in community-based mitigation: strengthening community-based organizations, identifying needs and priorities, developing proposals, encouraging participation, integrating mitigation with development. With this research, it can be seen how the Non Government organization of Lundo Village in carrying out community-based mitigation. Keyword ; Mitigation, disaster flood, community participation
