Abstract
Chlorine (Cl₂) is a halogen element that exists as a gas and is widely used in the chemical industry, both as a raw material and as a process aid. Chlorine can be marketed in gaseous form or compressed into its liquid phase. Its applications span various industrial sectors, including its use as a disinfectant in drinking water treatment and as a bleaching agent in the paper industry. In addition, chlorine is used as a raw material for pesticide production in the agricultural industry, as a solvent in the chemical industry, and in the manufacture of various pharmaceutical products and bleaching agents for the textile industry. According to UN Comtrade data (2026), Indonesia's imports of chlorine in 2025 reached 546.461 tons per year. The demand for chlorine is expected to continue increasing in line with population growth and the development of downstream industries that use chlorine as a raw material. Therefore, the establishment of a chlorine plant with a production capacity of 70,000 tons per year is expected to help meet domestic chlorine demand. Plant location selection is an important aspect of plant design. Based on various technical and economic considerations, the chlorine plant is planned to be located in the Roomo Coastal Industrial Estate, Manyar District, Gresik Regency, East Java. In general, chlorine can be produced through several methods, including molten NaCl electrolysis, aqueous NaCl electrolysis, and the Weldon process. Aqueous NaCl electrolysis can employ three types of cell technologies: mercury cells, diaphragm cells, and membrane cells. In this preliminary plant design, aqueous NaCl electrolysis using membrane cell technology is selected because of its favorable process efficiency and the production of economically valuable by-products. The production process begins with dissolving NaCl in water to obtain brine with a concentration of 23%. The solution is then heated to 85 °C to meet the electrolysis operating conditions. The product generated at the anode is chlorine gas with a purity of approximately 70–77%. The chlorine gas is subsequently cooled to 35 °C and purified using a molecular sieve to achieve a purity of 99.9%. Meanwhile, hydrogen gas and NaOH solution are produced at the cathode. The hydrogen gas is cooled to 35 °C before being transferred to a storage tank, while the NaOH solution is concentrated to 50% before being stored in a storage tank. The utility unit supplies the materials and energy required to support continuous production operations. The water treatment unit provides water for sanitation, process operations, cooling, and boiler feed. Used cooling water is recirculated after being cooled in a cooling tower to reduce water consumption. In addition, the steam supply unit uses a boiler designed to produce saturated steam at a pressure of 4.5 bar and a temperature of 148 °C. The main product is chlorine, with a selling price of IDR 2,190,000 per 100 kg. The economic analysis indicates a Total Capital Investment (TCI) of IDR 1,688,670,913,428 and an after-tax Return on Investment (ROI) of 19.80%. The Break-Even Point (BEP) is 34.71%, with a Payback Period (PBP) of 3 years and 10 months.
