Abstract
Balas Klumprik Grand Forest Park is a conservation area with the potential to serve as an educational and nature-based tourist attraction in Surabaya. Its management involves various stakeholders with different roles based on their authority and contributions. This study aims to analyze the roles of stakeholders in managing Balas Klumprik Grand Forest Park using Nugroho's stakeholder role theory, which consists of policy creator, coordinator, facilitator, implementer, and accelerator. This study employed a qualitative descriptive approach. Data were collected through observation, interviews, documentation, and literature review, then analyzed using the Miles and Huberman interactive model with source triangulation to ensure data validity. The findings reveal that the management of Balas Klumprik Grand Forest Park involves various stakeholders according to their respective roles. The Surabaya Food Security and Agriculture Office acts as the policy creator and coordinator, the private sector and park management serve as facilitators, managers, local communities, and tourists function as implementers, while universities and the media act as accelerators. This collaboration supports the sustainable management of the area as a conservation-based tourist attraction. However, broader collaboration among stakeholders is still needed to strengthen the sustainable development of the park.
