Abstract
The rapid growth of motor vehicles, which has not been accompanied by an increase in road capacity, has contributed to traffic congestion in the Gresik, Surabaya, and Sidoarjo areas. To encourage the use of public transportation, the Provincial Government of East Java operates the East Java Trans Bus Corridor I with a subsidized fare scheme. This study aims to analyze passenger characteristics, operational performance, including load factor, travel time, headway, and waiting time, Vehicle Operating Costs (VOC), fares based on VOC, and fare feasibility based on Ability to Pay (ATP) and Willingness to Pay (WTP). The study employed static and dynamic surveys, as well as questionnaires distributed to 100 respondents. Operational performance was evaluated based on the Decree of the Director General of Land Transportation No. SK.687/AJ.206/DRJD/2002, while fare analysis was conducted using the VOC, ATP, and WTP methods. The results indicate that most Bus Trans Jatim Corridor I passengers are female (64%), aged 17–25 years (47%), and students (46%). The operational performance analysis shows that the average headway of 14 minutes, waiting time of 7 minutes, and travel time of 123 minutes comply with the applicable service standards, while the average load factor of 54% does not meet the required standard of 70%. The calculated Vehicle Operating Cost (VOC) is IDR 7,054.38 per bus-kilometer, resulting in a fare of IDR 19,700 per passenger. The ATP values are IDR 13,600 for general passengers and IDR 9,700 for students, while the WTP values are IDR 6,700 and IDR 5,800, respectively. The existing fares of IDR 5,000 for general passengers and IDR 2,500 for students remain appropriate. The findings also indicate that the fare can be adjusted, providing an alternative to reduce the subsidy provided by the Provincial Government of East Java for the operation of Bus Trans Jatim Corridor I.
