Abstract
Empowerment has become a strategic step for village governments in addressing development inequality in rural areas by utilizing various resources—human resources (HR), economy, environment, and institutions—developed through tourism potential. Sumberdodol Tourism Village in Magetan Regency has received numerous awards, yet its tourism management still faces challenges such as low community involvement, underdeveloped tourism business innovation, and environmental preservation issues arising from tourism development impacts. This study aims to analyze and describe the process of community empowerment carried out by the Village Government in managing Sumberdodol Tourism Village, Magetan Regency. The research focus covers four empowerment domains according to Mardikanto & Soebianto (2019): Human Development, Business Development, Environmental Development, and Institutional Development. This study employs a qualitative method with a case study approach, with data collected through observation, interviews, and documentation. The results show that human development, business development, and environmental development have run fairly optimally. Human development is reflected in outreach programs and technical skills training for tourism, an innovation system for MSMEs (micro, small, and medium enterprises), tourism promotion, and the establishment of interactions with several external parties. Business development has established several types of businesses that have had a positive impact on increasing residents' income, with fair, transparent, and accountable income management. Environmental development has been carried out through cleanliness programs and tourism waste management. However, institutional development remains suboptimal due to weak leadership from the village head, low community involvement in empowerment interests, and the absence of formal, written standard operating procedures (SOPs) for managing tourism sites. It is concluded that although the empowerment process in Sumberdodol Tourism Village still faces several obstacles, it has demonstrated a fairly optimal process in terms of the development of involved human resources, economic enterprises, and environmental cleanliness management programs.
