Abstract
The development of the Integrity Zone is part of Indonesia's bureaucratic reform aimed at establishing a clean, accountable, and public service-oriented bureaucracy through the achievement of the Corruption-Free Area (Wilayah Bebas dari Korupsi/WBK) and the Clean and Serving Bureaucratic Area (Wilayah Birokrasi Bersih dan Melayani/WBBM). This study aims to analyze the implementation of the Integrity Zone development at the General Election Commission of East Java Province using George C. Edward III's policy implementation model, which consists of communication, resources, disposition, and bureaucratic structure. This research employed a descriptive qualitative approach. Data were collected through interviews, observations, and documentation, and were analyzed using an interactive data analysis technique. The findings indicate that the implementation of the Integrity Zone has been carried out effectively. Communication was conducted clearly and consistently, while resources were supported by competent personnel, clear authority, adequate information, and supporting facilities, despite limitations in the number of personnel. The disposition of the implementers was reflected in leadership commitment and the internalization of the MAKARYO work culture. Meanwhile, the bureaucratic structure was supported by a clear division of responsibilities, dedicated working teams, and Standard Operating Procedures, although regional innovation remained constrained by hierarchical coordination. The implementation also resulted in several organizational achievements, including the Integrity Zone toward a Corruption-Free Area (WBK) Award for 2025, announced by the Ministry of Administrative and Bureaucratic Reform on 11 February 2026 as recognition of the successful implementation of the Integrity Zone at the General Election Commission of East Java Province.
