Abstract
Flooding remains a major hydrometeorological hazard in Indonesia, particularly in urban areas where changes in land utilization, expansion of impervious surfaces, intense rainfall, and limited drainage capacity can increase flood risk. Malang City is among the urban areas that experience recurring flood events, which may interfere with daily activities, cause damage to infrastructure, and endanger local communities. This study was conducted to delineate areas with different levels of flood hazard and to identify appropriate evacuation routes using a Geographic Information System (GIS). The flood hazard analysis employed the Weighted Overlay approach by combining four environmental factors, namely rainfall, land use, slope, and soil characteristics. The resulting hazard map was subsequently integrated with GIS-based Network Analysis to identify efficient evacuation paths along the available road network toward predetermined evacuation locations. The analysis shows that approximately 6,220 ha (56.00%) of the study area falls within the high-hazard category, followed by 2,772 ha (24.96%) in the moderate category and 2,115 ha (19.04%) in the low category. Areas with high flood hazard are generally characterized by intensive urban development, relatively gentle terrain, and soil conditions with limited infiltration potential. The Network Analysis also produced feasible evacuation routes by utilizing the existing road network and connecting vulnerable areas with designated evacuation points. The combined application of Weighted Overlay and Network Analysis provides an integrated spatial approach for evaluating flood hazards and supporting evacuation planning. This approach can contribute to more effective disaster mitigation, improved preparedness, and sustainable urban development in Malang City
