Abstract

This study aims to analyze the effectiveness of implementing Minimum Service Standards (SPM) on the Trans Jatim Bus Corridor I service, routing Sidoarjo Surabaya Gresik. This study employs a descriptive qualitative method, collecting data through field observations, interviews, and documentation. The theory used in this study is organizational effectiveness by Duncan in Steers (1985), which comprises three dimensions: goal achievement, integration, and adaptation. These dimensions are analyzed based on Minimum Service Standard indicators according to the Minister of Transportation Regulation Number 27 of 2015, namely security, safety, comfort, affordability, equality, and regularity. The results indicate that the implementation of Minimum Service Standards on Corridor I is generally effective. This is evident from the goal achievement aspect, showing an increase in passenger volume from 1,669,650 in 2023 to 2,279,307 in 2025, alongside a Public Satisfaction Index (IKM) score of 77.50, categorized as "Good". Affordability and regularity indicators are consistently met, as demonstrated by flat fares. Security and safety indicators are also fulfilled through the availability of CCTV, fleet checking procedures by timer officers, and a technology-based speed monitoring system, despite lingering variations in driver behavior in the field. However, comfort and equality indicators face challenges, specifically overcrowding during peak hours, which reduces passenger comfort, and priority seating that has not been fully utilized according to its designation. From the integration aspect, coordination between the Department of Transportation, operators, and field officers functions well through training, tiered control, and periodic evaluations. Regarding adaptation, Trans Jatim demonstrates high responsiveness through the utilization of the Trans Jatim Ajaib application and social media as information and complaint channels.
