Abstract

The signing of the Agreement on Reciprocal Trade (ART) between the United States and Indonesia on 19 February 2026 sparked public controversy due to the imbalance of obligations between the two countries. This study aimed to compare the news framing of the ART on two national news portals, Tempo.co and Kompas.com, during the period of 20 February–2 March 2026. It employed a descriptive qualitative approach within the constructivism paradigm. The corpus consisted of twelve articles, six from each portal, analyzed using Robert N. Entman's framing model through four elements: define problems, diagnose causes, make moral judgement, and treatment recommendation, with the interactive data analysis procedure of Miles, Huberman, and Saldaña. The Social Construction of Reality Theory (Berger & Luckmann), the Political Economy of Communication Theory (Mosco), and the Gatekeeping Mechanism (Shoemaker & Vos) served as explanatory frameworks. The findings revealed that a single, identical document was constructed into two opposing realities. Tempo.co framed the ART as a threat of economic neocolonialism by highlighting the imbalance of 217 versus 6 obligations, whereas Kompas.com framed it as an effort to safeguard the economy by positioning the threat of a 32 percent tariff as a rational trigger. This difference was intertwined with the ownership structure and ideological orientation of each newsroom. The study affirmed that the media was not a passive recorder of reality, but an active constructor of it.
