Abstract
Taman Harmoni Surabaya is a tourism destination resulting from the revitalization of the former Keputih landfill (TPA), currently moving through the early stages of its life cycle, although negative stigma related to its land history risks slowing its progression toward a more mature development stage despite its high visual appeal. This study uses a descriptive qualitative method with a historical qualitative approach, with data collected through in-depth interviews with five main visitor informants and key informants from the Surabaya City Environmental Agency and the manager of Taman Harmoni's Instagram account. The results show that Taman Harmoni Surabaya is transitioning from the exploration stage toward the involvement stage of the Tourism Area Life Cycle (TALC), marked by a surge in visits driven by visual content and collaboration with local creators, while community and government involvement through events remains informal and has not yet been integrated into a coordinated promotional calendar. The development of attractions, facilities, and digital reach shows uneven achievement between the Instagram-related and event-related elements, indicating that rejuvenation efforts, such as strengthening the land-transformation narrative and public education, are still needed for Taman Harmoni to move toward a more mature and sustainable development stage.
