Abstract
Road construction in the southern coastal region of Java Island, particularly in Blitar Regency, faces significant geotechnical challenges due to steep slope conditions and seismic activity. This study was conducted on the slope at STA 1+100 of the South Cross Road (Jalan Lintas Selatan/JLS) Lot 3 Pantai Serang–Sumbersih Project. The objectives were to evaluate the stability of the existing slope, analyze slope stability after slope cutting, assess the effect of seismic loading, and design slope reinforcement using the soil nailing method. The analyses were carried out using the Fellenius method and numerical modeling with plaxis 2D, incorporating a pseudostatic seismic loading approach based on a Peak Ground Acceleration (PGA) value of 0.46 g. The results indicate that the existing slope was unstable. Slope cutting improved the static stability, yielding safety factors (SF) of 1.06 using the Fellenius method and 1.007 using plaxis 2D; however, both values remained below the minimum requirement specified in SNI 8460:2017 (SF ≥ 1.50). Under seismic loading, the safety factor of the slope after slope cutting decreased to 0.079, indicating that the slope did not satisfy the seismic stability criterion (SF ≥ 1.10). The proposed soil nailing reinforcement, consisting of 32 mm diameter steel bars with lengths ranging from 12 to 22 m, produced safety factors of 1.575 under static conditions and 1.106 under seismic loading, meeting the minimum safety requirements. Furthermore, the internal stability analysis yielded minimum safety factors of 1.81 against tensile failure (FKts) and 2.18 against pullout failure (FKpo), both of which satisfied the required design criteria. Therefore, the soil nailing method proved effective in improving slope stability under both static and seismic loading conditions at the study site.
