Abstract
This research was prompted by the increase in disposable nappy waste in the city of Surabaya from 2024 to 2025. This condition poses a significant waste management issue due to its non-biodegradable characteristics and potential for environmental pollution. This study aimed to analyze the strategic management of the Surabaya City Environmental Agency in managing disposable diaper waste, utilizing Fred R. David’s strategic management theory, which encompasses strategy formulation, strategy implementation, and strategy evaluation. A descriptive qualitative method was employed. Data were collected through interviews, observations, and documentation, and then analyzed using the Miles and Huberman model. Data validity was tested through source, technique, and time triangulation. The results showed that the Surabaya City Environmental Agency has executed the formulation, implementation, and evaluation of strategies in addressing disposable diaper waste. Strategy formulation was conducted through vision and mission development, internal and external factor identification, long- term goal setting, and strategy selection; however, the formulation of alternative strategies has not yet been conducted. Strategy implementation was realized through educational socialization, collaboration with Bumbi, provision of reusable diapers, and CSR support. Strategy evaluation involved reviewing internal and external factors, monitoring, and measuring the number of beneficiaries, though corrective actions need improvement. This study concludes that the strategic management of the Surabaya City Environmental Agency has been implemented fairly well although refinements are still required in the formulation, implementation, and evaluation aspects.
