Abstract

This research aims to examine the role of the Mojokerto City Health Office in implementing the Cegah Stunting Gerak Unggul Pemberdayaan Masyarakat Kota MJK (CANTING GULA MOJO) Program. This program is an innovation of the MJK City Government designed to accelerate stunting reduction through community empowerment and cross-sector collaboration. This research employed a descriptive qualitative method. The analysis was based on Muhadam Labolo’s role theory, which consists of the roles of regulator, dynamizer, facilitator, and catalyst. Data were collected through interviews, observations, and documentation involving informants from the Health Office, village administration, and health cadres. The results indicate that the MJK City Health Office has performed its roles effectively. As a regulator, the Health Office formulates policies and technical guidelines for program implementation. As a dynamizer, it mobilizes various stakeholders through socialization, training, coaching, monitoring, and evaluation activities. As a facilitator, it provides supporting facilities, infrastructure, and information systems such as the GAYATRI application. As a catalyst, it promotes collaboration among various institutions to support stunting reduction efforts. The study concludes that the role of the MJK City Health Office in implementing the CANTING GULA MOJO Program has been carried out effectively and has contributed to supporting stunting prevention and reduction efforts in a more coordinated, integrated, and sustainable manner in MJK City.
