Abstract
SITI AJENG AYU MUHARROMAH, ANALYSIS OF THE EFFECTIVENESS OF PRODUCT DEVELOPMENT LEARNING IN IMPLEMENTING PRODUCT QUALITY AMONG CREATIVE ECONOMY ACTORS ON LUSI ISLAND, SIDOARJO The development of new tourist destinations such as Lusi Island in Sidoarjo Regency needs to be proportioned to improving the quality of local creative economy products so that they can compete and support the tourism sector sustainably. One of the efforts made by the Sidoarjo Regency Office of Youth, Sports, and Tourism (Disporapar) is organizing product development training for creative economy actors on Lusi Island. This study establish with examine the effectiveness of product development learning in implementing product quality among creative economy actors on Lusi Island, Sidoarjo, as well as to examine the components that support and hinder the effectiveness of the training. The study employed a descriptive qualitative approach. Data were collected through interviews, observations, and documentation involving key informants, namely the training organizer from Disporapar Sidoarjo Regency; main informants, namely creative economy actors on Lusi Island who participated in the training; and supporting informants, namely consumers or visitors of Lusi Island. Data were analyzed using the interactive model of Miles, Huberman, and Saldana. The results indicate that the product development training organized by Disporapar Sidoarjo Regency has been sufficiently effective to implementing the product quality of creative economy actors. According to Kirkpatrick's four levels of training effectiveness, the training received a positive response from participants (reaction), improved participants' knowledge and skills regarding product innovation, packaging design, branding, and digital marketing (learning), encouraged participants to apply the training materials in their businesses through improved packaging and product identity (behavior), and produced an impact in the form of improved product quality and attractiveness to tourists (results). The effectiveness of the training was supported by organizer support, instructor competence, participant motivation, the relevance of the materials to business needs, and the potential of Lusi Island as a market for creative economy products. However, effectiveness was still hindered by limited business capital, limited production facilities, suboptimal post-training mentoring, differences in participants' abilities, and high market competition. Therefore, product development contribute acts as a crucial roles to implementing the product quality of creative economy actors on Lusi Island, although sustainable mentoring and evaluation are needed for its benefits to be applied optimally.
