Abstract
abstract This study aims to analyze the implementation of vehicle parking management at Universitas Pembangunan Nasional “Veteran” Jawa Timur based on Rector Regulation Number 15 of 2023. The study was motivated by the persistence of parking violations, limited supervision, and the suboptimal management of parking facilities within the university environment. This research employed a descriptive qualitative approach. Data were collected through observation, interviews, and documentation, and analyzed using George C. Edward III’s policy implementation model, which consists of communication, resources, disposition, and bureaucratic structure. The findings indicate that the implementation of parking management at UPN Veteran Jawa Timur has been carried out but has not yet been fully optimized. The communication aspect has been implemented through socialization and information dissemination; however, user compliance still needs improvement. In terms of resources, limitations in facilities and supervision affect the effectiveness of policy implementation. Meanwhile, the disposition of implementers and the bureaucratic structure have supported the implementation process, although stronger coordination and supervision are still required. Therefore, optimizing resources, strengthening supervision, and increasing user awareness are necessary to create a more orderly, secure, and effective parking system.
