Abstract
Sidoarjo Regency is prone to flooding due to high rainfall, low-lying topography, and limited river capacity. The Alo River in Tanggulangin District frequently overflows, causing inundation in residential areas and on roadways. This study aims to analyze the design flood discharge, evaluate the cross-sectional capacity of the Alo River, and plan flood control measures. Regional rainfall analysis was conducted using the Thiessen Polygon method, while rainfall frequency analysis employed the Log-Pearson Type III distribution, verified via Chi-Square and Smirnov-Kolmogorov tests. Design flood discharge was calculated using the Nakayasu Synthetic Unit Hydrograph, and hydraulic analysis was performed using HEC-RAS software. The results indicate that the design flood discharges for return periods of 2, 5, 10, 25, and 50 years are 49,521 m³/s, 56,115 m³/s, 57,840 m³/s, 64,230 m³/s, and 67,189 m³/s, respectively. The existing capacity of the Alo River is insufficient to accommodate the 5-year return period flood discharge, resulting in overflow in Kalitengah and Ketapang Villages, Tanggulangin District. Flood control measures proposed include river normalization and embankment construction. Simulation results demonstrate that combining these two measures can effectively manage the 5-year return period flood discharge, thereby minimizing inundation in the study area.
