Abstract

The waste collection system at UPN “Veteran” East Java was designed based on route optimization using the saving matrix method and dynamic modeling. The methodology used includes measuring waste production over eight days in accordance with Indonesian National Standards (SNI), evaluating the existing system, optimizing routes through the saving matrix, and projecting future needs for the next decade using dynamic system modeling with Vensim PLE software. Total daily waste generation reaches 943,641 kg/day or 11,525 m³/day. The current system covers a daily distance of 10,169 km in eight trips without a structured route. Route optimization using a saving matrix successfully reduced the distance traveled by 22.08% to 7,923 km/day, organized into five separate trips: three for food waste, branches or wood, and residual waste; and two for reusable and recyclable waste. The required fleet size remains at two vehicles with a capacity of 3.12 m³ per trip, while the ideal workforce is six people—an efficiency improvement compared to the current team of ten. The ten-year projection outlines a stable baseline scenario, a fleet depreciation scenario requiring the purchase of new vehicles in 2030, and a service area expansion scenario requiring one additional vehicle and three additional workers. This study concludes with recommendations regarding optimal routes, separate vehicle designs, and adaptive fleet and workforce procurement strategies to support sustainable campus waste management.
