Abstract
This study aims to examine, describe, and analyze the implementation of the Smoke-Free Zone Policy at state universities in Surabaya. The Smoke-Free Zone Policy is one of the government’s efforts to create a healthy environment and protect the public from exposure to secondhand smoke, including on college and university campuses. This study employs a qualitative research method with a descriptive approach. Data collection techniques included observation, interviews, and documentation. The research analysis utilized Van Meter and Van Horn’s theory, which consists of six indicators: policy standards and objectives, resources, interorganizational communication and capacity-building activities, characteristics of implementing organizations, the socioeconomic and political environment, and the attitudes of implementers. The results of the study indicate that the implementation of the Smoke-Free Zone policy at State Universities in Surabaya has not yet been fully successful. Regarding policy standards and objectives, some state universities still lack internal regulations to serve as implementation guidelines. In terms of resources, Airlangga University has more optimal resources, while other universities still face resource constraints. Inter-organizational communication has been carried out through outreach and coordination with the Surabaya City Health Department, but it has not been conducted uniformly or sustainably. Characteristics of the implementing organizations indicate that not all universities have an organizational structure or task force to support implementation. Regarding the social, economic, and political environment, social support for implementation was found, but the economic environment specifically the sale of tobacco products was found to hinder implementation. Attitudes indicate that the leadership of all state universities has demonstrated a positive stance and commitment to supporting the Smoke-Free Zone policy. Research findings indicate that the successful implementation of smoke-free zones depends not only on leadership commitment, but also on the existence of internal regulations, implementing organizations, and adequate resources.
