Abstract

The policy prohibiting away supporters implemented by PSSI during the 2025–2026 Liga 1 season generated various responses from football supporter communities, including Tribun Utara Persebaya. This study aims to examine the forms of cultural resistance and adaptation demonstrated by Tribun Utara members in response to the policy. This research employed a qualitative approach using an ethnographic method. Data were collected through observation, in-depth interviews, and documentation involving members of Orang Senang Surabaya (OSS), Nord Terror, Green Grissee, Green Brother, and Geng Kapak Persebaya communities. Data analysis was conducted using James C. Scott’s concept of resistance. The findings reveal that away matches are perceived as expressions of loyalty, solidarity, and collective identity among supporters. The away ban has led to symbolic forms of resistance through chants, social media activities, and community discussions, as well as hidden resistance through individual attendance at away matches. Furthermore, community members have adapted through watch-party activities, strengthened internal communication, and the use of social media as a space for expressing support. The study concludes that resistance and adaptation occur simultaneously as efforts to preserve supporter culture amid the implementation of the away supporter ban.
