Abstract
The objective of this research is to examine and describe the implementation of the Uninhabitable House (RUTILAHU) Program located in Sukolilo Baru Urban Village, Surabaya City. The RUTILAHU initiative is a concrete step by the Surabaya City Government to alleviate housing problems for poor and near-poor residents through the rehabilitation of residences that do not meet habitability standards. Nevertheless, its realization in the field still faces a number of obstacles. These obstacles include a lack of understanding among some residents regarding the program's mechanisms and targets, coupled with administrative issues concerning land ownership legality that directly impact the beneficiary determination process. This study applies a qualitative methodology with a descriptive approach. The analysis is conducted utilizing David C. Korten's implementation theory framework, which focuses on three main dimensions: the program, the implementing organization, and the target group. The data collection process was executed through direct observation, documentation study, and in-depth interviews with the Surabaya City DPRKPP, Sukolilo Baru Urban Village officials, the KTPR (House Repair Technical Group) team, and the beneficiary community. The study's findings indicate that, in broad terms, the implementation of the RUTILAHU Program in the Sukolilo Baru area has progressed well, although it has not yet reached an optimal level. Viewed from the program indicatort, the planning aspect and fund allocation from the Regional Budget (APBD) (with a maximum limit of IDR 35 million per unit) are considered sufficient, even though public education or socialization still requires improvement. From the perspective of the implementing organization, synergy and coordination among parties have been guided by the Mayor of Surabaya Regulation Number 7 of 2024. Unfortunately, this implementation is still hampered by the limited availability of construction workers, unpredictable weather conditions, and the material supply chain, which often trigger project completion delays exceeding the deadline. Finally, in the target group indicator, the distribution of assistance has been allocated accurately and brought substantial positive impacts in realizing community housing habitability. However, land legality requirements often become an administrative stumbling block for a number of program beneficiary candidates. As a follow-up, it is highly recommended to intensify socialization, tighten implementation supervision, improve human resource capabilities, and provide administrative assistance so that this program can be realized more effectively and precisely.
