Abstract

Processed palm oil (HS 151190) is one of Indonesia's leading export commodities, facing differing competitive dynamics and regulatory barriers across its destination markets. This study aims to analyze and compare the export competitiveness position of Indonesian processed palm oil in the Middle East and European Union markets over the 2010-2025 period, using a descriptive-comparative quantitative approach. The analysis employs the Revealed Symmetric Comparative Advantage (RSCA) method to measure static comparative advantage, the Constant Market Share (CMS) method to decompose dynamic export performance into standard growth effect, commodity composition effect, and competitiveness effect, and an RSCA-CMS quadrant analysis to map the strategic position of both markets. Secondary data on annual export values were obtained from Trade Map and UN Comtrade. The findings show that Indonesia possesses a strong and stable comparative advantage in both markets, with the average RSCA value in the European Union (0.9734) slightly higher than in the Middle East (0.9608). The CMS results indicate that the competitiveness effect is the main driver of export growth in both markets, contributing 62.5% in the Middle East and 61.5% in the European Union, although a weakening momentum in competitiveness is observed in the second half of the period, particularly in the European Union, which turned negative amid tightening sustainability-based non-tariff barriers such as RED II and the EUDR. The RSCA-CMS quadrant mapping places both markets in Quadrant I (established and improving), with the European Union reflecting an established market and the Middle East indicating an open market development opportunity, consistent with Indonesia's export value to the Middle East having surpassed that to the European Union in 2024-2025. This study recommends a proactive market diversification strategy along with accelerated compliance with European Union sustainability regulations.
