Abstract
This study aims to analyze the implementation of inclusive health policy for vulnerable groups, particularly persons with disabilities, in Sidoarjo District, Sidoarjo Regency, using George C. Edward III's policy implementation theory, which consists of four dimensions: communication, resources, disposition, and bureaucratic structure. This study employed a qualitative research method with a descriptive approach. Data were collected through interviews, observations, and documentation, and were analyzed using an interactive data analysis model. The findings indicate that the implementation of the inclusive health policy has been carried out relatively well. The communication aspect has been implemented through socialization programs, internal meetings, social media, community health volunteers, and cross-sectoral coordination. The resource aspect is supported by the availability of healthcare personnel, service guidelines, implementation authority, and basic disability-friendly facilities. Regarding the disposition aspect, healthcare personnel demonstrate empathy, commitment, and non-discriminatory attitudes in providing services, while the bureaucratic structure is supported by standard operating procedures (SOPs), clear division of responsibilities, and effective coordination. Overall, the implementation of the policy is consistent with the national policy framework, but further improvements are needed in communication, resources, and institutional adaptability to ensure that inclusive healthcare services are delivered more effectively, sustainably, and equitably.
