Abstract
Road construction projects have a high potential for occupational accidents due to the complexity of construction activities and the interaction of various on-site operations. Each stage of the construction process involves potential hazards that may threaten the safety of workers, the environment, and the surrounding community. Therefore, this study aims to analyze the potential occupational accident risks in the Road Construction Project at the PIER II Industrial Estate, Pasuruan. Risk analysis was conducted using two main methods: Job Safety Analysis (JSA) to identify specific work steps and the potential hazards associated with each stage, and Hazard Identification, Risk Assessment, and Risk Control (HIRARC). This study employed a quantitative approach through questionnaire distribution. The questionnaires were distributed to six respondents from the Health, Safety, and Environment (HSE) division to determine the likelihood and severity levels of the identified risks. The results identified three types of work activities with thirteen potential hazards. Subsequently, risk control measures were implemented through the Risk Control stage, followed by a reassessment to determine the risk levels after the implementation of the control measures. The findings indicate that the implemented risk control measures successfully reduced the risk levels of all identified variables. After the implementation of risk controls, twelve risks were classified as low, while one risk remained in the medium category. Overall, the residual risk assessment demonstrates that the implemented control measures significantly reduced occupational risk levels, as indicated by the predominance of the low risk category, which resulted from the reduction of risks previously classified as high and medium. Therefore, the application of the JSA and HIRARC methods has proven effective in identifying, assessing, and controlling occupational accident risks in road construction projects.
