Abstract
This study examined the process of collaborative governance in the management of the Kampung Pancasila Program in RW IV, Ngagel Rejo Sub-district, Surabaya City, established through Surabaya Mayor Decree No. 100.3.3.3/142/436.1.2/2025, with RW IV designated as the city's sole prototype for the program. This study aimed to describe the process of collaborative governance through three dimensions of Collaborative Dynamics (Principled Engagement, Shared Motivation, and Capacity for Joint Action), Collaborative Actions, and Impact and Adaptation, based on the framework of Emerson et al. (2012). This study used a descriptive qualitative approach with primary data from in-depth interviews and observation, and secondary data from official documents. Informants were determined purposively, and data validity was tested through source and technique triangulation. The results showed that eleven of the twelve elements of collaborative governance ran well, except for Procedural and Institutional Arrangements and Resources, which still required improvement. Collaborative Actions and Impact and Adaptation showed favorable outcomes, with a collaboration pattern that was bottom-up, community-driven, and self-sustaining. This study recommended improving the program's digital system and strengthening leadership regeneration for program sustainability.
