Abstract
This study examines how discourse on verbal sexual harassment is produced, contested, and legitimized in digital spaces, in the case of the Faculty of Law, Universitas Indonesia, which emerged in April 2026. Verbal violence was chosen as the focus because it remains among the least studied forms of sexual violence, leaving no physical evidence and often being dismissed, despite impacts no less serious than other forms. This study draws on Michel Foucault's discourse theory, covering discourse, power-knowledge relations, regime of truth, subject position, and discursive formation, complemented by digital communication perspectives such as mass self-communication and platform affordance, and gender communication perspectives on the normalization of harassment as joking and victim blaming. These are operationalized through Foucauldian Discourse Analysis with an interpretive qualitative approach, applied to X posts, official statements, national media coverage, and policy documents collected during the study period. Findings identify four competing discursive formations: trivialization through joking, protection of campus reputation, safe space and victim protection, and victim blaming, which failed to gain legitimacy. Power-knowledge analysis shows discursive authority unevenly distributed, with Universitas Indonesia and national media most dominant, while the victim's voice is weakest, mediated by others. Subject position analysis shows how each actor, from victim, perpetrator, and perpetrator's parents to anonymous accounts spreading information, is placed within categories carrying different rights and constraints. Two competing regimes of truth were found, the legal-institutional and victim-protection regimes, with tiered sanctions read as a negotiated compromise. Findings recommend crisis protocols in higher education prioritizing victim experience from the outset.
