Abstract
This study aims to analyze the implementation of the Youth Pioneer Program (Program Pemuda Pelopor) in Jombang Regency based on the aspects of appropriate policy, appropriate implementers, appropriate targets, appropriate environment, and appropriate process. This study employed a descriptive qualitative research method. The research focused on Nugroho's (2017) Five Appropriateness (5 Tepat) policy implementation framework. Data were collected through interviews, observations, and documentation. The findings indicate that: a) in terms of appropriate policy, the program is supported by clear legal foundations, objectives aligned with youth development needs, and policies that encourage innovations benefiting society, although program dissemination should be expanded to reach more potential youth participants; b) regarding appropriate implementers, the Jombang Youth, Sports, and Tourism Office (Disporapar), the judging panel, Youth Pioneer alumni, and village governments have performed their respective roles throughout the stages of socialization, selection, assessment, field verification, and monitoring, although post-award mentoring remains limited; c) in terms of appropriate targets, participants met the established criteria, while their pioneering initiatives have generated tangible benefits for communities and most of the programs continue to operate sustainably; d) regarding appropriate environment, the program has received support from local government, judges, communities, and other stakeholders, although challenges remain in increasing youth participation and strengthening cross-sector collaboration; and e) in terms of appropriate process, the implementation has been carried out transparently, objectively, and accountably through socialization, administrative selection, presentations, interviews, field verification, and winner determination, although continuous mentoring and dissemination strategies require further improvement. Overall, the implementation of the Youth Pioneer Program in Jombang Regency has been carried out effectively in accordance with Nugroho's policy implementation framework. Nevertheless, improvements in program dissemination, post-award mentoring, and broader youth participation are still necessary to ensure more sustainable and widespread program benefits.
