Abstract

The management of social assistance recipient data (PKH, KIP, and FAKMIS) at the East Java Provincial Social Service still relies on manual mechanisms and spreadsheet documents from 38 Regencies/Cities, causing time inefficiency, delays in issuing the Determination Decree, and a high risk of human error. This research aims to design and develop a Social Assistance Recipient Data Collection Information System Website as a centralized digitalization solution. The development applies the Personal Extreme Programming (PXP) method through seven iterative stages, namely Requirement, Planning, Iteration Initialization, Design, Implementation, System Testing, and Retrospective. The system was built using the Next.js framework for the user interface and Supabase as the database service. The result is a web-based application completed in three iterations with 70 story points over 100 days. Evaluation was conducted through Unit Testing on 15 functional modules (user stories) and Black Box Testing through 37 scenarios, comprising 18 Super Admin scenarios, 9 Regency/City Operator scenarios, and 10 Provincial Social Service Division scenarios. All 37 Black Box Testing scenarios obtained a Success status with a 100% success rate, and all Unit Testing components ran as expected, so all defined functionalities were declared valid. The PXP implementation produced a functional system meeting all requirements, including data input automation, tiered eligibility validation, NIK duplication prevention, and automatic up-to-date reporting monitoring. Further evaluation of the system's effectiveness and efficiency through direct operational implementation is reserved for future work.
