Abstract
The high rate of violence against children in Sidoarjo Regency has encouraged the local government through the Women's Empowerment, Child Protection, and Family Planning Agency (DP3AKB) to implement the Bersama Lindungi Anak (BERLIAN) as an effort to prevent violence against children. The theory used is George Edwards III's implementation theory which includes communication, resources, disposition, and bureaucratic structure. This study uses a descriptive research method with a qualitative approach. Data were obtained through interviews, observations, and documentation. The results of the study indicate that the implementation of the BERLIAN Program, reviewed from the implementation theory of George C. Edward III, has been running quite well. Communication, disposition, and bureaucratic structure factors have supported program implementation through inter-agency coordination, implementer commitment, clear division of tasks, and the implementation of standard operating procedures (SOPs). From the resource aspect, human resources and facilities are adequate, while budget limitations are still an obstacle so that the implementation of socialization has not been able to reach all target schools optimally.
