Abstract
Based on a survey conducted by the Sidoarjo Regency Government, many micro entrepreneuurs were found to be in need of repairs, yet their owners lacked the necessary funds. The Warung Rakyat Direnovasi program was launched by the Sidoarjo Regency Government as a strategic effort to empower micro-entrepreneurs who face financial constraints in repairing their business premises. In its implementation, this program still faces several obstacles related to disseminating program information to the public, budget limitations, and the emergence of social jealousy among the community. This study aims to describe and analyze the implementation of the Warung Rakyat Direnovasi program policy in Banjarsari Village. Using a qualitative-descriptive approach, research data were collected through observation, documentation, and interviews. The study focuses on the six variables influencing the success of policy implementation according to Van Meter and Van Horn. The results indicate that the implementation of this program has not yet achieved success because the six policy implementation variables have not been fully met. These obstacles were triggered by budget limitations, which resulted in renovations not meeting the community’s standard needs, as well as inaccurate and inconsistent information from the implementing authorities, which ultimately sparked social issues in the form of jealousy within the community.
