Abstract
This research aims to analyze the distribution of social assistance under the Program Keluarga Harapan Plus in Bangkalan Regency from the Whole of Government approach. This research employed a qualitative method with a descriptive approach. Data were collected through interviews, observations, and documentation. The informants consisted of representatives from the East Java Provincial Social Service, the Bangkalan Regency Social Service, Bank Jatim, and PKH facilitators. Data analysis was conducted through data collection, data condensation, data display, and conclusion drawing. The results show that the distribution of social assistance under the Program Keluarga Harapan Plus in Bangkalan Regency has been implemented well based on the Whole of Government approach. Inter-agency coordination was carried out through collaboration among the East Java Provincial Social Service, the Bangkalan Regency Social Service, Bank Jatim, and PKH facilitators. The coordination function was performed by the Social Protection and Security Division as the program coordinator. In addition, a social coalition was established through synergy among implementing actors and beneficiary participation. However, no dedicated task force has been established, indicating the need to strengthen cross-sectoral coordination to improve program implementation.
