Abstract

The Uninhabitable House Rehabilitation Program (RTLH) represents the Gresik Regency Government's commitment to improving housing quality for low-income communities. However, many houses still fail to meet livability standards, raising questions about the program's effectiveness in practice. This study aims to describe the implementation of the RTLH Program in Balongpanggang Village, Balongpanggang District, Gresik Regency, employing a qualitative descriptive approach with data collected through observation, interviews, and documentation. The analysis draws on six policy implementation variables: policy standards and objectives, resources, inter-organizational communication, implementor characteristics, social-economic-political conditions, and implementor disposition. Findings reveal that implementors have a solid grasp of the program's objectives, inter-agency coordination runs smoothly, and implementors demonstrate strong commitment. Nevertheless, budget constraints and geographical challenges remain unresolved obstacles. Overall, while the program's implementation has been reasonably effective, further strengthening of resources and stakeholder coordination is needed to achieve the program's goals more optimally.
