Abstract
Violations of maternity rights among women workers remain a structural labor issue, including in Surabaya City. Although various national regulations have comprehensively regulated the protection of maternity rights, their implementation in practice still faces numerous challenges. This condition indicates that the existence of regulations has not automatically been accompanied by the government’s political will to ensure the effective protection of maternity rights. Therefore, this study aims to analyze the government’s political will in efforts to prevent violations of maternity rights among women workers in Surabaya City.This study employed a qualitative research method using a case study approach. The focus of the research was analyzed using the political will framework developed by Grimes et al. (2021), which consists of source of initiative, in-depth analysis of the problem, mobilization of support, application of credible sanctions, and continuity of effort. Based on these components, the findings reveal that the government’s political will in preventing violations of maternity rights among women workers in Surabaya City is considered not yet comprehensively established. The protection of maternity rights is still predominantly positioned as an administrative labor issue rather than as an essential part of inclusive and gender-just development. Therefore, stronger political commitment from the local government is needed through more gender-sensitive approaches, strengthened labor supervision, broader dissemination of maternity rights awareness among women workers as the primary subjects of the policy, and the establishment of more integrated and sustainable evaluation and protection mechanisms.
