Abstract

Sidoarjo Regency, as a rapidly developing urban area, faces challenges in providing public green open spaces (RTH), particularly active parks that serve as recreational, social, and sports spaces for the community. This study aims to identify and analyze the effectiveness of the strategies employed by the Sidoarjo Regency Department of Environment and Sanitation (DLHK) in developing active parks in the urban areas of Sidoarjo Regency. The study uses a descriptive qualitative approach, with data collected through interviews, observations, and documentation. The analysis drew upon Geoff Mulgan’s theory of public organization strategy, which encompasses five key indicators: purpose, environment, direction, action, and learning. The results indicate that the DLHK’s strategy for developing active parks in the urban areas of Sidoarjo Regency is fairly effective. The “direction” indicator showed the highest level of effectiveness through integrated policy guidance from the national to the local levels, while the “purpose,” “environment,” “action,” and “learning” indicators were still considered fairly effective, as evidenced by the failure to meet public open space area targets, limitations in human resources and budget, weak post-revitalization oversight, and low community participation in the evaluation process. Therefore, new strategies are needed moving forward, including strengthening collaboration frameworks to expand the area of active parks, strengthening the system for monitoring project implementation and post-project activities, developing community-based programs to increase public participation, and digitizing the monitoring and evaluation system, so that the development of active parks in urban areas of Sidoarjo Regency can proceed more effectively and sustainably
