Abstract

Community participation is a crucial instrument in the delivery of civil registration services. Active community involvement helps ensure accurate and reliable civil registration data. Kenjeran Subdistrict is the area with the highest rate of inmigration in the city of Surabaya. Although data indicate high levels of community participation, issues still arise regarding the reporting of new residents. This study was conducted to analyze the factors influencing an individual’s success or failure in participating in the process of reporting a change of residence. This study will utilize Lowndes’ CLEAR model of community participation analysis. The results indicate that community participation in reporting new arrivals remains ineffective and has not yet succeeded in establishing an orderly population status. Newcomers possess the capacity to participate but tend to do so only when personal needs must be met. Newcomers in Kenjeran Subdistrict also continue to face difficulties in meeting administrative requirements. Village officials and Neighborhood heads are also not active in providing guidance regarding the importance of processing relocation reports in a timely manner. The response from village officials is one of the factors contributing to newcomers’ success in reporting their relocation, in addition to the motivation to meet the personal needs of the newcomer community.
