Abstract
The Surabaya Old Town area is a historical and cultural tourism destination that has experienced a significant increase in visitor numbers following its revitalization, reaching 188.109 visitors in July 2024. Despite improvements in physical infrastructure, tourism facility management continues to face challenges, including theft of facility components, limited worship facilities, and suboptimal inter-agency coordination. This study aims to analyze tourism facility management in the Surabaya Old Town area using the POAC management framework (Planning, Organizing, Actuating, and Controlling) This study employed a descriptive qualitative method. Data were collected through in-depth interviews, field observations, and documentation. The main informant was from the DISBUDPORAPAR of Surabaya City, while supporting informants included representatives from the Environmental Agency, the Civil Service Police Unit, and tourist. Data analysis was conducted through data reduction, data display, and conclusion drawing. The research findings indicate that the planning function has been implemented through the mapping of required facillities and stakeholder collaboration strategies, in accordance with Surabaya Mayor Regulation Number 83 of 2024. The organizing function is carried out through task distribution among agencies and coordination through meetings and WhatsApp groups, although no integrated management body currently exists. The actuating function is reflected in routine facility maintenance, cleanliness management, and security operations. Meanwhile, the controlling function is implemented through daily monitoring, patrols, CCTV surveillance, and periodic evaluations. Tourism facility management in the Surabaya Old Town area has adequately implemented the POAC functions. However, the absence of an integrated management body remains a major challenge, indicating the need for a dedicated management unit to improve coordination and effectiveness.
