Abstract
The management of hiking trails as a form of special-interest tourism requires the involvement of various stakeholders because it includes operational activities, visitor safety, trail maintenance, and environmental conservation. Differences in stakeholders’ levels of power and interest may influence the effectiveness of managing the Sumber Lumpang Hiking Trail on Mount Penanggungan. This study aims to identify the stakeholders involved and map their roles based on their levels of power and interest in trail management. A descriptive qualitative approach was used, with data collected through interviews, observations, and documentation. The informants consisted of trail managers, BUMDes Gunung Mas, Perhutani, local communities, the Khatulistiwa USAR and Environment Community, the Gogor Sejati Community, and hikers. The data were analyzed through data reduction, data display, conclusion drawing, and stakeholder mapping using the power–interest matrix. The findings show that trail managers, BUMDes Gunung Mas, Perhutani, the Khatulistiwa USAR and Environment Community, and the Gogor Sejati Community are categorized as players because they have high power and high interest. Local communities and hikers are categorized as subjects, while LMDH and student groups are categorized as the crowd. No stakeholder was identified in the context-setter quadrant. Trail management is supported by role division in operations, forest-area supervision, trail maintenance, technical assistance, hiker safety, and conservation. This study contributes to understanding stakeholder positions as a basis for strengthening coordination and collaboration. It concludes that the sustainability of the Sumber Lumpang Hiking Trail depends on synergy among stakeholders, especially those categorized as players.
